Recent analysis from property technology experts Inventory Base reveals that over one in five privately rented homes across England currently fail to meet the Decent Homes Standard. With the forthcoming Renters Rights Bill expected to come into force this autumn, these properties will soon no longer be legally lettable.

The Decent Homes Standard has traditionally governed social housing, setting a benchmark for minimum living conditions. However, under the new legislation, this standard will extend to the private rental sector, significantly increasing the responsibilities on landlords.

The government has indicated a compliance deadline of either 2035 or 2037, offering a window for landlords to implement necessary upgrades. Yet, energy efficiency improvements, mandated under the Minimum Energy Efficiency Standards, will be required earlier, by 2030.

Inventory Base estimates that approximately 3.78 million homes across England fall short of the Decent Homes Standard, representing nearly 15% of the total housing stock. While social housing has room for improvement, with over 10% of homes below standard, the private rental market faces the most acute challenge. 21% of privately rented properties, over one million homes, will require substantial investment to remain legally lettable.

For landlords, this presents a significant operational and financial consideration. Deferring upgrades risks escalating costs and potential non-compliance. We strongly advise a proactive approach: assess your portfolio promptly, identify areas needing attention, and develop a strategic plan for improvements. Routine property inspections and diligent maintenance are key to managing compliance efficiently.
